The Município de Mafra and the innovator Candam Tech partnered to address a persistent challenge in recycling systems: increasing citizen engagement and improving the quality and quantity of packaging waste placed in selective collection.

The pilot introduced smart recycling bins that reward citizens for correctly separating and depositing packaging waste. Using digital identification and sensor-based monitoring, each interaction with the recycling bin is recorded, enabling traceability of deposited materials and the attribution of incentives to users.

This behavioural-driven approach encourages correct separation at source while generating real-time data on usage patterns, volumes deposited, and citizen participation. This collected data supports better planning of collection routes, optimisation of infrastructure, and more targeted awareness campaigns.

By combining technology, incentives, and public engagement, this pilot demonstrates how smart collection systems can play a key role in driving behaviour change, strengthening selective disposal, and supporting municipalities in achieving higher recycling performance. The initiative represents a scalable and replicable model for other cities seeking to modernize recycling through digital tools and citizen-centric solutions.
